VIRGINIA BEACH, Va. — A man is in custody after a reckless driving incident escalated into a police pursuit and barricade situation that shut down portions of Interstate 264 for several hours Sunday night.

Virginia State Police (VSP) say the incident began around 9 p.m. on June 8 when troopers attempted to stop a dark blue Cadillac for reckless driving on I-264 westbound in Virginia Beach. The driver refused to stop, leading officers on a pursuit that exited the interstate and veered into oncoming lanes of traffic.

Troopers attempted to stop the vehicle before ultimately striking it at the I-264 east off-ramp near Laskin Road, disabling it to prevent further danger to the public.

The driver barricaded himself inside the vehicle and refused to comply with verbal commands. Tactical and K-9 units, along with Virginia Beach Police, responded to the scene. After a brief standoff, the man was taken into custody without incident.

VSP has identified the suspect as 32-year-old Kevin Carlton Williams of Norfolk. Williams was first taken to the hospital, but police said he refused treatment. He is now being held without bond in Virginia Beach City Jail, facing charges of reckless driving (three counts), felony elude, felony assault on a law enforcement officer, and obstruction of justice.

Additional charges are pending.

The incident caused significant traffic disruptions on I-264. Both directions were blocked for hours, with eastbound lanes reopening by 11:45 p.m.
